DOB Place of Assembly is the critical path. Most event spaces operate without their own SLA license and rely on per-event Catering Permits ($48/POS/day) booked by licensed caterers. NYPD Sound Device for amplified outdoor sound.
DOB PW1
Architect-sealed plans filed via DOB NOW. ALT-2 (no use/egress change) typical for 2nd-gen restaurant. ALT-1 needed for change-of-use or POA threshold trigger.
⚠ Plan-examiner objections add 2-6 weeks per round. Expediter relationships materially shorten cycle time.
DOB POA
Required for 75+ indoor OR 200+ outdoor assembly. Joint DOB-FDNY filing (POA1 → POA3). Dictates egress capacity, fire safety, and inspection scope.
⚠ POA is the single most common nightclub/event-space delay. Coordinate with FDNY F-60/F-32 cert. Inspection scheduling backlog 4-8 weeks.
FDNY Hood/Ansul
Only if onsite cooking; many event spaces are warming-kitchen only
FDNY F-32/F-60
F-32 (75+ indoor) or F-60 (200+ outdoor) safety personnel certification. Required at all events above POA threshold.
FDNY F-29
Required if pyro/cold-spark used at events
NYPD Sound Device
Required for any amplified sound outside the venue (rooftop, sidewalk, courtyard) or above NYC ambient noise code limits.
⚠ NYPD Sound Device fee MUST be certified check ONLY. Rooftop bars #1 311 noise source in NYC.
NYSLA Catering
Per-event basis — operator does NOT hold this; licensed caterer does
DOB C of O / TCO
Final sign-off after all inspections (DOB + FDNY + DOH coordinated). TCO at 90% construction is the standard path to opening, full C of O follows within 60-180 days.
⚠ TCO is gated on every other agency clearing its inspection. Single-trade hold-ups can delay opening by 4-8 weeks.
