CB4 covers Chelsea, Hell's Kitchen, and Hudson Yards — a major hospitality corridor including the High Line, Hudson Yards complex, Pier 57, Faena, and the Hudson River corridor. The Business, Licensing & Permits (BLP) Committee processes a heavy mix of new SLA licenses, sidewalk/roadway cafés, and cannabis applications. CB4 is unusual: most Full Board votes are simple ratifications of BLP committee work in consent slates of 5-30 items per meeting — meaning approval rates run very high (roughly 96%). A few items get tabled or sent back to committee, but outright denials are rare.

Multi-venue hotel + flagship buildouts — 35 Hudson Yards (MT 35HY Hotel), 20 Hudson Yards (Eataly), 25 11th Ave (Pier 57), 500 W 18th (Faena) all moved through with batched approvals.

DOT roadway and sidewalk café applications, often filed in pairs

Many addresses get TWO letters per application — one for roadway café, one for sidewalk café. CB4 captures both as separate ratifications.

Repeat applications from established operators

Frena Mediterranean (3 separate filings), Jack's All Day 46th (3), Fellini Chelsea (2), 85 10th Avenue / 85 Tenth Restaurants (3) — when a venue files multiple times CB4 typically lets them through.

Cannabis dispensaries with documentation gaps

1 cannabis app withdrawn (Bellerose Migrant Center). Most cannabis approvals require committee questioning on hours, security, signage.

CB4 stipulations are committee-authored at BLP and ratified at Full Board. Standard set is similar to other Manhattan boards: 10 PM outdoor cutoff, no amplified outdoor music, closed façade after 10 PM. CB4 generally allows later closing hours than CB2/CB3 — 2-4 AM closings are negotiable, especially for hotel-attached venues.

If you're applying here, do these things

    File with the BLP Committee FIRST — Full Board only ratifies. Skip the committee step and your application will be tabled.

    If you're proposing a venue in Hudson Yards or on the High Line corridor, expect quick approval. Residential Chelsea side streets need more justification.
